The CRA Master Plan Update guides the Hallandale Beach Community Redevelopment Agency (HBCRA) in the implementation of its revitalization program to create economic development and eliminate slum and blighted conditions. The HBCRA requested the creation of a redevelopment plan modification including an updated redevelopment plan, based off an extensive analysis of current existing conditions, expansion of CRA powers, analysis of economic conditions, revisions to existing policies vetted through a comprehensive public involvement process.
